Abstract

The rapid development of Artificial Intelligence (AI) has transformed the educational landscape, making AI literacy an essential component of curriculum development worldwide. Indonesia and China have adopted different policy approaches to integrating AI literacy into their education systems, reflecting their respective national priorities and educational contexts. This study aims to comparatively analyze policies for strengthening Artificial Intelligence literacy within the educational curricula of Indonesia and China, focusing on legal frameworks, implementation strategies, government support, human resource development, digital infrastructure, and implementation challenges. This research employed a qualitative descriptive-comparative approach using a library research method. The data were collected from secondary sources, including scholarly journal articles, books, government policy documents, official reports, and other relevant academic publications. Data were analyzed through content analysis involving data reduction, data presentation, comparative analysis, interpretation, and conclusion drawing. The findings indicate that Indonesia has incorporated AI literacy through the Merdeka Curriculum, digital literacy enhancement, and computational thinking. However, its implementation remains constrained by the absence of specific AI literacy regulations, unequal digital infrastructure, and limited teacher competencies. In contrast, China has established a more comprehensive policy framework through a national AI strategy, well-structured regulations, a progressive AI curriculum, substantial investment in digital infrastructure, and systematic teacher professional development. The study concludes that the successful implementation of AI literacy depends not only on regulatory frameworks but also on strong governmental commitment, qualified human resources, adequate digital infrastructure, and collaboration among stakeholders. These findings are expected to provide valuable insights for developing more comprehensive, adaptive, and sustainable AI literacy policies within the Indonesian education system.
